Deterrence works on the premise that rational actors will avoid war if they believe the response will be overwhelmingly unfavorable for them. However, this does not mean that peace is guaranteed; states can still miscalculate or act irrationally, leading to escalated conflicts despite deterrent measures. Additionally, the presence of deterrence can sometimes provide a false sense of security, allowing underlying issues to fester without resolution, which can eventually lead to confrontation.
